Japan and West Germany are not evidence of an American ability to centrally plan liberal democratic institutions; they are evidence of the ability to overthrow a regime (where the U.S. military excels) combined with recognizing and utilizing indigenous institutions (Japan) or, in Germany, succeeding despite imposed drags on the economy.
