Haiti shows that even a partially successful reconstruction fails over time: the U.S. restored Aristide to power in 1994-96 and tried to build an uncorrupt judiciary and rule of law, but failed, and in 2004 Aristide was again forced from power and into exile, leaving citizens repressed and producing only at subsistence level because the government seizes surplus production.
