The Fed is not genuinely transparent: despite announcing the funds-rate target after meetings, there is no ex ante or ex post account of how decisions are reached (we cannot even confirm it follows the Taylor rule), and at any moment the public has no idea what weight the Fed places on full employment versus price stability.
