There is an underappreciated window of opportunity in dictatorial transitions: new dictators have a very high overthrow risk in their first two years because they haven't established competence in thievery and crony payoffs, so they actually have a better chance of surviving those years as a democrat — meaning aid conditioned on installing free press and free assembly during transitions could lock in durable democracy.
