Comparing troop numbers across countries (e.g., 'we used X troops in Japan but only Y in Iraq') is a meaningless way to explain success or failure, because 10,000 troops in Japan with no insurgency is fundamentally different from 10,000 troops in Iraq with an insurgency—context cannot be stripped out and transplanted.
